RFP for Re-procurement of Family Preservation Services: Case Management, Agency-Delivered Home Management, Kin-Delivered Home Management and Parenting Skills

Allegheny County, through the Department of Human Services (DHS), is seeking Proposals to deliver family preservation services for families with children at risk of maltreatment, child welfare involvement, or home removal. This RFP includes the procurement of the following family preservation service areas: Case Management; Home Management (Kin‑Delivered and Agency‑Delivered); and Parenting Skills (including Nurturing Parenting, Triple P, and Parent‑Teen Conflict).

Proposers may apply for one or multiple service areas; however, those applying for more than one must submit a separate response form for each.

Family preservation services are a critical part of DHS’s child welfare service continuum, helping ensure families remain safe, supported, and together. Through a review of current services and best practices, DHS aims to strengthen this service array by increasing use of evidence‑based programs, clarifying provider performance expectations, and enhancing natural supports through stronger partnerships with kin.
