RFP for Continuum of Care (CoC) Transitional Housing for Individuals and Families Experiencing Homelessness

Allegheny County, through its Department of Human Services (DHS) and on behalf of the Homelessness Advisory Board (HAB) of the Allegheny County Continuum of Care (CoC), is seeking Proposals from qualified Proposers to provide housing, housing assistance and supportive services to individuals and/or families experiencing homelessness, through Transitional Housing (TH) (henceforth referred to as TH Programs or Programs). Proposers may propose providing any or multiple TH Programs. Individuals receiving the Programs’ services will hereinafter be referred to as Participants.

Programs will serve individuals and/or families experiencing homelessness who are at elevated risk of harm if they remain unhoused, including increased risk of experiencing a mental health inpatient stay, jail booking and/or frequent use (4 or more visits) of hospital emergency rooms. All participants will be referred to Programs through the CoC’s Coordinated Entry.

This RFP for new TH Programs is in response to the U.S. Department of Housing and Urban Development’s (HUD) annual Notice of Funding Opportunity (NOFO) for their CoC Program. The intent of this RFP is to solicit proposals for new TH Programs for potential inclusion in the annual application to HUD for CoC Bonus Funding. Programs currently funded by the HUD CoC Programs in Allegheny County or by DHS do not need to / should not respond to this RFP.
