Allegheny County, on behalf of its Department of Human Services (DHS) sought Proposals from qualified Proposers to implement and manage a Mobile Competency Restoration and Support Team (henceforth referred to as the MCRST, or MCRST) in Allegheny County to provide necessary behavioral health services for persons assessed as being incompetent to stand trial.
